Dr. Bhalla is presently serving as Advisor to the Government of Nagaland. He has served the government of India in various capacities for more than 37 years, and the parliament of India as Secretary of Lok Sabha (Lower House) from 2015 to 2018. He served in various capacities at some of the country's top and most prestigious organisations, such as the Food Corporation of India as Head of Personnel, as an officer of Bank of Baroda, and as a taxman in the department of Central Excise and Customs, among others.

Dr. Bhalla's think-tank, iSHAKTI Foundation, is a true extension of his gained experience in Rural and Urban development issues, Women and Child development issues, Public distribution systems for social services, Public Health, Tribal development, etc. The goal of iShakti has been to build a platform that plays a vital role in formulating and promoting conservative public policies based on the principles of free enterprise, absolute government, individual freedom, traditional- Modern Indian values, and a robust national defense
